Root Touch Up Color is Too Light!

I touched up my new growth with the same Honey Blonde color I used last time to color my hair, but this time the roots came out so much more blonde than the rest of my hair. I love the rest of my hair color but I just need to tone down the sunshine!

That is totally strange, since you used it only on your new growth. Heat however, is stored in your scalp, and heat activates color faster than the rest of your hair.
One thing you might try is to buy more honey blonde color but use a 10 volume peroxide instead of the peroxide they give you. You can make your own 10 volume peroxide by mixing 20 volume peroxide with water in 1:1 equal parts. If they give you 2 ounces of peroxide in the box (which I must assume you used), then mix one ounce 20 volume with one ounce water. Then mix the color as normal and apply to your roots.
If you're not sure of what volume peroxide they give you in the box, then buy a small bottle of 20 volume peroxide at a Beauty Supply store.
Ten volume peroxide only deposits color. It cannot lift it.
