Is it safe to perm over highlights?

Is it safe to do a spiral perm on hair that has highlights but hasn't been highlighted in over 3 months, and has a perm but its been a little over a year?

It should be! That being said, you need to do your homework first though.
You can give your hair a temporary test to see if the spiral perm will hold. How? Simply try using a
curling iron or
hair rollers to create curls in your hair.
If they hold well, (with and/or without gels or mousse), then your hair should be able to tolerate and hold the perm.
If not, you need to bolster the strength of your hair first, by amending your hair porosity.

This includes all types of chemicals that you can apply to your hair. (bleach, color, perm, highlights, lowlights, rebonding, etc.)
When cuticles are allowed to remain open, hair becomes damaged and frizzy and is far more likely to break off.
You will need to make the decision that's right for you though. If your hair looks and feels healthy, you likely have nothing to worry about.
