Dry and Frizzy Hair

My hair is very dry and frizzy. I wash it once or twice/week and use hair masks and/or hot oil (olive oil) treatments, but it is still dry. I used Loreal serum too.
I didn't color my hair for a year and only colored it once last year. I blow dry it sometimes about twice a month, cause it makes it look nicer. I like the way my hair looks when its wet (it looks nice and wavy) but as soon as it dries it goes crazy. Could you please help me out with some tips for dry frizzy hair?

There are two climates in Oman. The coast is very humid and the desert is very hot and dry. Which section/part you live in makes a very big difference.
Wavy hair tends to expand when it dries anyway. It has no choice but to extend outward. You are already doing many things right by taking good care of your hair and not overprocessing it or abusing it. Kudos to you!
If you live on the coast, your environment has too much moisture, which will cause your hair to frizz. If you live in the desert, your environment has too little moisture. A
cool air humidifier in your room might make a big improvement and is worth a try.
Other than that, you must add weight to your hair to get it to lay down and cooperate. The best way to achieve this is by using
leave in conditioners.
Your hair might also be frizzy or look/feel dull and dry because the cuticles of your hair might be slightly open. You will need to use
smoothing shampoos and
smoothing conditioners to help lay down the hair cuticles. Any 'hair straightening' product that advertises 'sleek hair', will do the same thing.
Serums are great for adding shine but they are pretty light weight. Too much serum and your hair will look greasy instead. You might instead try
smoothing creams or
finishing creams. These have a bit more weight and add shine but also smooth out the hair shaft.
Hair wax and
hair glazes will also add weight to your hair without looking greasy!
Also, when you do blow dry your hair, be sure to hold your blow dryer above your hair and have the air flow pointed down. Brush your hair down as you blow it dry for best results, and finish with a finishing cream.
Ion blow dryers will help cut down on frizziness.
You might also think about getting some
steam hair rollers, as they won't damage your hair like flat irons can. When you curl your hair, it takes out a lot of frizz.
